Steven Carrillo serves as the Deputy Airport Director of Planning and Development, overseeing the Airport’s Planning, Environmental, Engineering, and Project Delivery teams. He manages John Wayne Airport’s $700 million Capital Improvement Program, which includes major initiatives such as critical taxiway reconstruction, power distribution and Central Utility Plant enhancements, Terminal accessibility improvements, vertical conveyance upgrades, and a baggage handling system replacement. Steve ensures that all capital projects comply with FAA, CEQA, NEPA, and TSA requirements and align with the Airport Layout Plan and long‑term strategic goals.

He holds a master’s degree in civil engineering from Stanford University and a bachelor’s degree in civil engineering from the University of California, Irvine. Steve brings 20 years of engineering and management experience, including 8 years in prior roles at John Wayne Airport, including as Engineering Manager. His background also includes serving as Senior Engineering Manager at Orange County Public Works and as City Engineer–Manager of Engineering for the City of Irvine. Steve is a licensed Professional Engineer in the State of California.
