Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program

The U.S. Department of Transportation’s (USDOT) ACDBE regulation, 49 CFR Part 23, went into effect April 21, 2005. John Wayne Airport (JWA) is required to develop and implement an ACDBE program in compliance with 49 CFR Part 23.

JWA proposes ACDBE goals for federal fiscal years 2024 through 2026 of 30.33% for Non-Car Rental Concessions, and 0.82% for Car Rental Concessions. JWA conducted stakeholder consultation to solicit comments regarding the establishment of JWA’s ACDBE goals for airport concessions for federal fiscal years 2024 through 2026.

Firms that meet the certification standards can apply for certification with an ACDBE certifying agency in California. Please note it can take up to 90 days per federal regulations to receive a decision from the certifying agency if all the required information is provided. Please see the Caltrans website and the California Unified Certification Program’s roster of DBE and ACDBE certifying agencies for more information:
