Thomas F. Riley Terminal
In order to meet the growing needs of the traveling public, the Orange County Board of Supervisors approved the policy, environmental and financial foundations for the construction of substantial new facilities at JWA in 2005.
In 1990, the Orange County Board of Supervisors named the newly-constructed terminal facility in honor of Fifth District Supervisor Thomas F. Riley, who was instrumental in negotiating the Settlement Agreement which allowed for additional facilities and operational capacity while establishing landmark environmental protections for the local community. Consistent with the 1985 Settlement Agreement, the Riley Terminal was designed to accommodate 8.4 million annual passengers ("MAP").
A 2003 amendment to the Settlement Agreement allowed the County to proceed with design and construction of facilities to accommodate 10.8 MAP. The 282,000 square-foot Terminal C and related facilities are the result of that amendment.

Today, all three terminals that make up the Thomas F. Riley Terminal total 730,505 square feet and include a set of ticket counters, security screening checkpoints and a baggage claim area. The Riley Terminal also boasts 20 bridged passenger gates commercial passenger service. Two smaller terminals, one at the north end (Gates 1A, 1B, and 1C) and one at the south end (Gates 22A, 22B and 22C) of the Riley Terminal are available for commuter passenger service.
Ticket counters for Alaska, American, Continental, Delta, and WestJet Airlines are located in Terminal A. Ticket counters for United and USAirways are currently located in Terminal B and Frontier and Southwest Airlines are located in Terminal C. Continental Airlines will move to Terminal B as a result of its merger with United Airlines.
A new International Arrivals facility is currently under construction and will be utilized when regularly scheduled service to Mexico begins at some future date.
