Deconstruction of Parking Structure B1

Background

On September 2, 2008, Parking Structure B1, which provided 1,241 parking spaces, closed permanently to be deconstructed to make way for the construction of a new Terminal C and Parking Structure C. In order to ensure sufficient parking for passengers during construction, temporary Parking Lot C opened in August 2008. Located south of the Terminal complex on Airport Way near Campus Drive, Lot C provides free shuttle service to and from the Riley Terminal curb front.

One unique aspect of this deconstruction project was the location of the Airport’s baggage screening facility.  TSA currently screens bags checked through Terminal B in a facility what was located on the first floor of Parking Structure B1.  Because this facility had to remain operational, the Airport took special precautions to protect it during construction.  To do this, the Airport systematically disassembled or “deconstructed” Parking Structure B1.

The deconstruction of Parking Structure B1 was completed in June of 2009.

Scope

“Deconstruction” is the controlled demolition and dismantling of a structure using precision building removal equipment and machinery.  The first step in this process was the removal of all salvageable equipment from the structure, such as parking revenue control computers and light fixtures.  With that task complete, Parking Structure B1 was removed piece-by-piece, beginning at the southerly end of the structure.  

The baggage screening area that was protected during deconstruction consists of a 20,000+ square-foot area equipped with baggage conveyor belts and x-ray screening equipment.  This facility serves the air carriers operating out of Terminal B.  About 60% of the Airport’s total checked baggage, approximately 7,000 items, is screened daily in this area.  Deconstruction work in the vicinity of the baggage screening area took place during nighttime hours when the Riley Terminal is closed.

Budget

The Deconstruction of Parking Structure B1 was estimated to cost $6.8 million.  The project was funded through a variety of sources, including Airport revenues, Federal grants and Passenger Facility Charge revenues.

The Airport Improvement Program includes construction of a new South Remain-Over-Night (RON) aircraft parking area, a new multi-level Terminal C with six new commercial passenger gates, new security checkpoints, new commuter facilities as well as new Parking Structure C and a Central Utility Plant.
