- APPROVAL OF MINUTES. On the motion and second of Vice Chair Junor and Commissioner Bristol, the minutes of February 21, 2007 were approved as written.
- SELECT ARCHITECT-ENGINEER FIRM – CIVIL ENGINEERING SERVICES (ASR 07-000088). Airport Director requested Airport Commission concurrence with the recommended Board action to select AE Consulting, Inc. as the primary A-E firm and KPFF Consulting Engineers as the alternate firm to provide as-needed civil engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – TRAFFIC ENGINEERING SERVICES (ASR 07-000108). Airport Director requested Airport Commission concurrence with the recommended Board action to select KFM Engineering, Inc. as the primary firm and VA Consulting, Inc. as the alternate firm to provide as-needed traffic engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – ARCHITECTURAL ENGINEERING SERVICES (ASR 07-000064).
Airport Director requested Airport Commission concurrence with the recommended Board action to select Kishimoto Architects, Inc. as the primary firm and RJC Architecture as the alternate firm to provide as-needed architecture services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM - STRUCTURAL ENGINEERING SERVICES (ASR 07-000107).Airport Director requested Airport Commission concurrence with the recommended Board action to select Integrated Design Services, Inc. as the primary firm and KPFF Consulting Engineers as the alternate firm to provide as-needed structural engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – MECHANICAL ENGINEERING SERVICES (ASR 07-000091). Airport Director requested Airport Commission concurrence with the recommended Board action to select Toft Wolff Farrow, Inc. as the primary firm and TMAD Taylor & Gaines as the alternate firm to provide as-needed mechanical services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – ELECTRICAL ENGINEERING SERVICES (ASR 07-000089). Airport Director requested Airport Commission concurrence with the recommended Board action to select Toft Wolff Farrow, Inc. as the primary firm and Dan Vaughan Consulting as the alternate firm to provide as-needed electrical engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – GEOTECHNICAL ENGINEERING SERVICES (ASR 07-000090). Airport Director requested Airport Commission concurrence with the recommended Board action to select MACTEC as the primary firm and Ninyo & Moore as the alternate firm to provide as-needed geotechnical engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – PAVEMENT ENGINEERING SERVICES (ASR 07-000092). Airport Director requested Airport Commission concurrence with the recommended Board action to select MACTEC as the primary firm and Ninyo & Moore as the alternate firm to provide as-needed pavement engineering services for John Wayne Airport projects.
- SELECT ARCHITECT-ENGINEER FIRM – PAVEMENT MANAGEMENT SERVICES (ASR 07-000093). Airport Director requested Airport Commission concurrence with the recommended Board action to select Bucknam & Associates as the primary firm and Kleinfelder, Inc. as the alternate firm to provide as-needed pavement management services for John Wayne Airport projects.
Airport Director Alan Murphy informed the Commission that Agenda items 2 through 9 were all similar in nature. Director Murphy explained all agenda items in general terms and offered to answer any questions regarding individual ASR's.
Director Murphy explained that the FAA now requires all airports have a pavement management system in place. The recommended firm will assist JWA staff in testing runways and taxiway pavement to identify which areas will need replacement. Responding to Vice Chair Junor, Director Murphy explained that the firm selected for the Pavement Management Services will assist current JWA staff in testing pavement. Responding to Commissioner Bristol, Director Murphy explained the Pavement Management firm will test all pavements but the focus will be on runways and taxiways. Director Murphy explained the 81% paid by the FAA comes from the grant program.
Responding to Chair Markely, Deputy County Counsel Richard Oviedo explained that a motion to approve Agenda items 2 through 9 could be made to approve all items at the same time.
On the motion and second of Vice Chair Junor and Commissioner Bristol items 2 through 10 as a single motion.
- SUMMARY OF RELEVANT ACTIONS BY THE BOARD OF SUPERVISORS. All items were approved as recommended.
A. Other Business – Responding to Vice Chair Junor, Director Murphy explained the baggage system total cost was 23 million dollars and JWA received 13 million in reimbursement from the FAA with the balance to be paid by the TSA. The TSA does not have enough funding to reimburse all airports for the upgrades made to baggage screening systems.
